The Noélie is cut with a lace-edged split running from the hem to the upper thigh. It makes the whole thing hang differently — the fabric falls in two panels rather than one tube, which is why it moves the way it does.
The lace at the bust and the lace at the split are the same trim, cut from one run so the pattern matches across both.
